The residents of six wards in Kitui South on Friday, September 12, 2025, held a successful public participation forum on the proposed 2025/2026 Finance Bill at Mutomo Chief’s Camp grounds. The forum, convened by the Ministry of Finance and Revenue Collection, was conducted in line with the Public Finance Management Act, 2012 and Article 201 of the Constitution of Kenya, 2010, which emphasize citizen participation in financial decision-making.
The session was led by the Director of Revenue, Ms. Rosyline Kavata, who revealed that the County Government of Kitui had significantly improved its revenue collection in the last financial year, recording close to Ksh 895 million—an increase from the Ksh 361 million collected under the previous regime. She noted that this growth demonstrates the county’s commitment to strengthening financial accountability and transparency.
Residents were encouraged to submit written memoranda and proposals on rates, fees, and charges for consideration in the Finance Bill. They were also urged to actively participate in upcoming forums across the eight sub-counties to ensure that their views are incorporated in the final draft.
Ms. Kavata further disclosed that the county is embracing digital platforms in revenue collection to seal loopholes and enhance efficiency in the management of public funds.
