KITUI COUNTY ASSEMBLY AND EXECUTIVE COMMIT TO ENHANCED COLLABORATION FOR ACCELERATED DEVELOPMENT

The County Assembly and the County Executive have reaffirmed their commitment to strengthening collaboration in order to accelerate development across Kitui County while upholding the constitutional principle of separation of powers.

The commitment was made during a joint consultative retreat held today at a hotel in Mutomo, where leaders from the two arms of the County Government deliberated on key development priorities and programmes contained in the proposed Annual Budget Estimates for the 2026/2027 Financial Year.

Speaking during the meeting, the Speaker of the County Assembly of Kitui, Hon. Kevin Kinengo Katisya, urged all elected leaders to remain focused on service delivery rather than engaging in premature political campaigns. He noted that although the next General Election is only eleven months away, substantial development can still be achieved if leaders prioritise the interests and needs of the electorate.

The Speaker’s sentiments were echoed by H.E. Governor Dr. Julius Makau Malombe, who underscored the importance of unity of purpose and collaboration in improving the lives of the people of Kitui County.

In his presentation, the County Executive Committee Member for Finance, Economic Planning and Revenue Management, Hon. Peter Mwikya Kilonzo, disclosed that the proposed Annual Budget Estimates for the Financial Year 2026/2027 amount to KSh 14,472,062,362. He explained that this represents an increase of KSh 213,866,224 following the enactment of the County Allocation of Revenue Act (CARA), 2026, which enhanced the County’s equitable share allocation.

The retreat culminated in the adoption of a joint communiqué outlining several key resolutions aimed at accelerating development across the county.

Among the resolutions was a commitment to expand road infrastructure through the construction and maintenance of 110 kilometres of roads in every ward, comprising 100 kilometres of grading and 10 kilometres of road opening.

The two arms of the County Government also resolved to prioritise the construction of six modern ECDE classrooms per ward, with five classrooms to be financed under the Community Level Infrastructure Development Programme (CLIDP) and one through the Ministry of Basic Education.

Further, the communiqué resolved to retain funds reallocated through the FY 2025/2026 Supplementary Budget II for the construction of 17 County Assembly Ward Offices, while providing funding in the FY 2026/2027 Budget for the remaining 23 ward offices, the construction of a modern County Assembly office block, and the Speaker’s residence.

Additionally, the meeting agreed to prioritise the refurbishment and construction of workshops and dormitories in Vocational Training Centres (VTCs). It also resolved to recruit tutors and instructors under the Kitui County Temporary Workers Policy based on staffing requirements across the county’s 56 VTCs, with a target of four tutors per institution.

To strengthen intergovernmental relations, the County Assembly and the County Executive further agreed to establish structured consultation mechanisms, including early engagement on budget matters and joint resolution of emerging issues, with the aim of enhancing service delivery for the people of Kitui County.
