The County Government of Kitui has issued a public notice granting a full (100%) waiver on interest and penalties accrued from unpaid land rates. The directive, spearheaded by H.E. Dr. Julius Malombe, EGH, aims to provide financial relief to land and plot owners across the county.
The waiver is valid until 30th June 2025, offering a one-time opportunity for defaulters to clear their outstanding principal land rates without incurring any additional charges.
The notice, jointly issued by the Ministry of Finance, Economic Planning and Revenue Management in collaboration with the Ministry of Lands, Housing and Urban Development, urges property owners to settle their arrears promptly.
To benefit from the waiver, landowners must clear the entire principal amount of their land rates within the waiver window. Payments can be made through:

Payments and billing assistance are available at the County Revenue Offices in Kitui and Mwingi Municipalities, depending on the property’s location. Owners are required to present their land ownership documents and any previous payment slips when seeking invoices.
Enforcement After Deadline
The County Government has warned that upon lapse of the waiver period, it will move to recover all outstanding land rates and accrued penalties without further leniency.
Speaking on the matter, the Chief Officer for Urban Development, Mr. Evans Mutua, encouraged residents to not only take advantage of the waiver but also use the opportunity to update their land ownership records.
This move is part of Governor Malombe’s wider agenda to streamline land revenue management and enhance compliance across the county.
