Kitui County Charts Bold Path with Ambitious Development Scorecard and Future Commitments

The County Government of Kitui, under the leadership of Governor Dr. Julius Malombe, has unveiled a bold development scorecard outlining significant achievements across multiple sectors while committing to a new raft of initiatives aimed at deepening service delivery and driving inclusive growth.

Sustainable Sand Harvesting and Environmental Protection

Recognizing the importance of sand as a construction resource, especially given Kitui’s proximity to Nairobi and major towns, the county has adopted a regulated and sustainable approach.

It has based cooperative societies and formally recognized 12 site-based community groups tasked with environmental conservation. The county will also intensify community sensitization and mindset change initiatives on environmental stewardship.

Security Strengthened in Border Areas

Kitui’s border with Tana River County has long been a source of tension. The Governor acknowledged ongoing insecurity challenges caused by camel herders and resource-based conflicts. In response, and in partnership with the National Government, Kitui has constructed a new police station in Mandongoi (Ngomeni Ward), with four more stations under construction in Mutha, Endau/Malalani, Nuu, and Tseikuru.

The administration is pushing for stronger intergovernmental cooperation, enhanced dispute resolution, and a greater security budget allocation.

Finance, Revenue and Pending Bills Management

Governor Malombe reported significant growth in Own Source Revenue (OSR), rising from Kshs. 361 million in FY2021/22 to Kshs. 636 million as of April 2025. To seal revenue loopholes, the County is rolling out automated systems including the County Revenue Management System (CRMS), Land Information Management System (LIMS), and the AfyaKe Health Information System.

A real-time revenue dashboard is also in development. Meanwhile, pending bills have been reduced from Kshs. 1.43 billion to Kshs. 829 million, reinforcing fiscal discipline.

Performance Contracting and Results-Based Management

The Governor highlighted the successful implementation of performance contracting within county departments, with Ministers and Chief Officers having signed performance contracts three times. Top-performing ministries are awarded annually in line with national public service guidelines, fostering a culture of accountability and efficiency.

Resolutions from County Consultative Forum

The Governor’s address was followed by key resolutions adopted during a multi-stakeholder consultative meeting, including:

  • Countywide commissioning of projects across all eight sub-counties;
  • Adoption of a whole-of-government approach to service delivery;
  • Publication and dissemination of the 3-year scorecard for transparency;
  • Digitization and automation of all county health facilities via AfyaKe HMIS;
  • Launch of a real-time project-tracking dashboard;
  • Renewed pursuit of partnerships with the National Government, donors, and private investors;
  • Recruitment of veterinary and agricultural extension officers to boost productivity;
  • Expansion of ward-level sump-well and sand-dam catchment schemes;
  • Recruitment of 226 healthcare workers and financial support through the Facility Improvement Fund;
  • Recasting of KIVEST to define an Economic and Investment Zone (EIZ) framework, host six investor forums by September 2025, and prepare for the Kitui International Investment Conference in March 2026;
  • Official launch of the Kitui Tourism Circuit in Q1 FY2025/26, spotlighting sites like Nzambani Rock and Ikoo Valley;
  • Completion of all four new police stations and intensified joint security operations.

With a strong performance record and a clear roadmap for future growth, the County Government of Kitui aims to cement its status as a trailblazer in devolved governance and inclusive development. Governor Malombe reaffirmed his administration’s commitment to evidence-based planning, people-centered service delivery, and full transparency.

“This scorecard is not just a report—it’s a promise to the people of Kitui that we are moving forward, together, with purpose and integrity,” said Governor Malombe.
