Kitui County Executive for Agriculture and Livestock, Dr. Stephen Mbaya Kimwele, has underscored the critical role of water in building resilient communities, stating that “Water is life” during the official handover ceremony of the Mutingwa and Syonzola water pans in Mwingi North Sub-county.

The two earth dams, newly constructed under the Emergency Locust Response Project (ELRP), mark a significant milestone in ongoing efforts by the County Government of Kitui to restore livelihoods in regions devastated by past locust invasions. The initiative, spearheaded by the Ministry of Agriculture and Livestock in partnership with the World Bank, is part of a broader strategy to safeguard food systems and enhance resilience against climate-induced shocks.

The ELRP has been implemented in both Mwingi North and Mwingi Central Sub-counties—areas that bore the brunt of the 2020–2021 desert locust invasion. In addition to the construction of water pans, the project has facilitated the rehabilitation of boreholes, desilting of dams, and the distribution of over 9,000 Galla goats to farmers across the county.

Speaking at the handover event, Dr. Mbaya applauded the ELRP’s integrated support model, noting that the newly constructed water pans will greatly benefit local farmers and livestock keepers.

“The Syonzola pan alone will serve over 2,000 goats and more than 1,000 head of cattle. I urge residents to use this precious resource wisely—through irrigation, kitchen gardening, and livestock support,” he said.

Chief Officer for Fisheries, Madam Gladys Kivoto, echoed the importance of community ownership, encouraging residents to maintain the water infrastructure and embrace climate-smart agricultural practices.

“These investments are not just about water; they are about food security, sustainability, and preparing our communities for the future,” she emphasized.

Local farmers expressed gratitude for the intervention, noting that the water pans would significantly ease their burden during dry seasons and improve productivity.

The event was also graced by ELRP’s National Community Institutions Development Lead, Mr. James Singi, Area MCA Hon. Nzungi Ngwele, and other ELRP and Agriculture Department officials.
